As others have said you seem to be confused. nuget packages are library files intended for development and do nothing on their own. They cannot be "installed" on their own as they require a development environment to function.
If your goal is to have the PCs respond to SNMP protocol, this is a windows feature which can be enabled.
You may need to create Windows install media for the PCs so that Windows has a source for the files it needs to instal the feature. I think some features need this, ...
I don't know of any current software that allows sending and receiving SMS via PC.
